Mario games portrays Bowser in his modern incarnation of being kind of a big, goofy, bully, oaf while Smash portrays him more of like how he was in the 80s being a monster that grunts and thrashes.
It really depends on what you want, I think if you want actual characterization you should go to the Mario&Luigi/Paper Mario games.

Bowser's Inside Story is probably the peak (or at least a major high-point).
Odyssey and 3D World also portrayed him well.

Eh, I disagree. Bowser feels more well-rounded there compared to Super Paper Mario.
It helps they weren't making "Peach and I are married" jokes the entire way and we get to see how he is when (he believes that) he's working on his own rather than being forced to team up with Mario.
