Anti-griefing plugins have gotten too good. It's nearly impossible to prop kill on servers, certain tool guns are restricted for regular players, cooldowns on arrest batons stop mass RDAing. Plus, the exploits you could use to crash servers (which were useful when you were inevitably brought into admin sits) have all been patched, at least, I don't know of any that work any more.
