Experiment with other genres, maybe. You could have enemies pursue you but instead of stealth you have to shake them by dropping objects behind them and slow down/block their path. Invert the day/night rule, make it so that you're only safe in shadows, so you have to actively work to make the indoor area darker. Keep the daytime grey/foggy and it'll be fine mood-wise.

You could make a stealth/action hybrid a la Prey but using weapons/powers costs you your sanity/humanity, fucking with your perception.

You could look at something like Prisoner of War and Promised Neverland, make a game out of that.

There's lots of genres but it takes a very specific mind to really create something unsettling, most cases it's just easier to add some generic spooky monsters at the end of a dim corridor and take your weapons away.
