this isnt entirely true. it has more to do with the hardware. processors which have the most effect on FPS tend to some of the worst parts in consoles. So while devs dont optimize unless the genre needs it like shooter its consoles fault for not being able to brute force 60 which is pretty bottom of the barrel at this point

Imagine the devs of Bloodborne being forced to make Yharnam brighter and less dreary because it was deemed too scary/depressing. Bloodborne would be worse because of this censorship. Why would they spend the extra time and money game enhancing old console-only exclusives like MS did a couple days ago with NG2 when they can simply remaster it and sell it for $30-60? For that reason alone I won't be going with PS5. It's not like 95% of its library is going to be available on other platforms anyway. The Playstation 3 and Xbox 360 were bleeding edge consoles in 2005/2006. The CPUs in both consoles were much faster than regular CPUs and the GPU in the 360 had more VRAM than traditional consumer GPUs for years. You probably don't remember this, GeForce 800 series was when GPUs started becoming better than console GPUs in 2008s.
The PS4 and the Xbox One on the other hand use cheaply produced laptop processors and middle end GPUs. Neither consoles were more powerful than PCs on day one, they are underpowered. The PS3 and 360 weren't, know that difference. People were screaming that PS3 needs to be replaced around 2010, 4 years in. It's 2019 and PS4 is 6 years old.

There isn't anything in the patent that explicitly states it excludes other platforms. "Legacy device" could in theory mean anything < PS5. Cerny said something in the vain of that it'll "at least" be backwards compatible with PS4, which may imply they're still trying to figure how to include other PS devices than PS4.
