If you fully occupy the war leader for 5 years you can force the peace. The reason for this mechanic is because in older versions of the game you could DoW a small nation, occupy them, and peace out before their allies could respond, ending the war. They tried to fix it by shifting War Leader to the strongest ally, but that led to what was called "cascading alliances" in EU3, where every time the war leader shifted, their allies got called, leading to WW1 size wars over the most minor shit.

Ally as many electors as you need to win the imperial crown. That will give a huge boost to your force limit. Don't be afraid of loans in the short term; it's a habit I need to break out of since loans were severely limited in EU3 and I will haven't quite gotten comfortable with them after 1000+ hours of EU4. Allying Austria until you get the crown yourself will prevent them from asking for unlawful territory. Or you can chain wars; they can't ask for unlawful territory if you're at war.

It's a sensible place to end the map because everything else in the world besides China is an unknown at this point, basically. Even some tribes and countries that are actually on the map at this point are simply made up because there isn't enough information. Adding Southeast Asia, or more of the Steppes, or more of Africa would've just been silly, and the scope of China deserves its own entire expansion and is a bit isolated. Whereas India is right next door to Persia and kind of needs to be there for things to make sense.
