I think the problem is that survival horror as a genre was already perfected in the PS2 era with games like REmake, Silent Hill 2 and Forbidden Siren.

Make elite dangerous game except you are in your medium size ship and evething goes wrong with your ship and you have to manually go through your own ship and actually fix your ship and have to do spacewalks to fix something on the outside of your ship but unknown to you there is a thargoid alien that is on your ship but you don't know it until you see it jump out of the vents and kill you gruesome way possible.
There are ways to kill the alien by finding out where it is on your ship and just lock lock down the area and vacuum it into space or take your side arm and hunt it down but be careful because you can damage your own ship by hitting your ship and not the alien. Also include some atmosphere effect like ship npises or the rumbling noise of the sun your next to or just the empty space with no sounds except for yourself.

It worked fine for classic RE.
Games where you're completely defenseless against the enemies end up losing their horror pretty quick because every encounter becomes just run away and find like a locker or cabinet to hide in then wait until it decides to fuck off and continue. Games where you actually have a chance to fight tend to keep that tension simply because the player is always engaging in a flight or fight response. Yes you could choose to fight the monsters, but do you have enough ammo for it? Will that end up attracting more monsters? The player doesn't even need to actually be able to kill the monster for this design to work, you could allow the player to only temporarily disable the monster and it will still work.
If they are gana have combat, im for it being so hard that you honestly debate running away

Historically the precedent for horror video games having the player isolated and alone was because coding AI and having multiple VAs are difficult.
That has led to horror games all being stale with the same formula.
Have a horror game set in the middle of a giant party, in broad daylight, etc.
