I'll agree that functionally it plays and handles pretty much like FO3, with of course a lot of differences. But the characters, writing, and overall tone of the game are much different. Plus the ability to actually role play in an RPG is easier given NV's framework than 3's.
Also FO3 doesn't have speech checks. A percentage-based hurdle isn't a check.
