Honestly, it's not the fact that people do not want Steve, it's the fact that these two characters represent Microsoft. Most people believe that there will only be one slot, and as such, will only be one or the other. Even though Steve is an icon, his character as a whole is bland and generic and is a character people forget about, even for Smash Bros. levels where Villager, Mr. Game and Watch, and even Inkling can be made into characters, due to their charm, design and appeal. Hell, when I play Minecraft, I often use the Banjo/Master Chief skins, because it makes me feel like I'm playing as a more fleshed out character, instead of a generic, goatee looking bugger. Although that is just my opinion on the whole topic of Steve. And if you say relevancy is important, Duck Hunt was a character that did not appear for 30+ years, yet they got a slot.
