Technically P3 characters can summon personas outside of the dark hour, they just don't have a reason to so they don't usually, but they do occasionally like you summon your persona in the evening (not the dark hour) during the bad ending and during the beach trip fuuka was about to scan the island with her persona even though it was the middle of the day. It's only from P4 onwards to where they were restricted to another realm

This is actually the primary reason for why Mona was feeling the way she was. With each new member they inducted, Mona's roles grew smaller and smaller. At first, Mona had the following roles: combatant, enemy analysis and intel, consultant. But with each new combatant, his combat role became less vital. With Makoto coming on board, he was less vital as a consultant and intel. When Futaba joined, he was pretty much worthless for intel as well as enemy analysis. The reason he lashed out at Ryuji was because his jabs hit a sore spot for Mona, who was feeling more and more inadequate in addition to his insecurity concerning his origins.

Meanwhile, Joker's role was never in danger because no one else can actually do what he does. The entire team would fall apart without him, but even if you removed Makoto or Mona, the group could still function.
