The only thing that KoF14 did right was gameplay.

Music was unbelievable bad, stages bland as fuck, and the character models, even after the update, still look really cheap. The game was lacking soul left and right, and felt like a really really cheap SNK game.

This was the first time SNK working on a 3D game and they used their own engine for the game also they didn't have a big budget, they now have money and Samurai Shodown looks way better

Epic hadn't even offered UE4 for $20 a month, let alone free when XIV started development. Too expensive for SNK at the time probably. In the meantime SNK made a custom 3d engine so they could transfer their new 3d knowledge over to UE4 as soon as they could.
