Ice is typically a misnomer and the element more broadly represents cold; it just so happens that we live in a moisture-rich environment, so ice and cold go hand in hand, typically. What matters is that each element captures a unique aesthetic, and nothing about water necessarily implies cold, and water is more round/wavy while ice is blocky/sharp. Ice and water should always be separate elements.

It should have been one type named earth while rock is an attack-only type so earth types can hit flyers.

I remember trying lightning powers in City of Villains and you always aggro someone you didn't mean to because of the shitty arcing, which is bad considering I was playing the stealth class. Lightning in CoX had the secondary effect of draining endurance, which was typically pointless in pve; if it doesn't blow away the enemy's entire bar, it's basically useless, just like MP attacks in final fantasy. It had other perks, though; most lightning projectiles connect with their target instantly as opposed to lobbing a ball of pain that travels slowly and connects eventually, and the top blaster move was a targeted aoe while most other top blaster powers were player-based aoe. Apart from perks, lightning was just a good all-rounder, but it needed buffing.
