Because they re-wrote the events of raccoon city in remake 2, and the writing is shit and makes no external or internal sense. Annette is at the same time a brilliant scientist who only cares about her work and doesn't care about Sherry or William, yet at the same time she loses her shit when Sherry gets hurt and feels it's her responsibility to kill William as his wife. It's almost as if Remake2 is a rushed mess with glaring flaws in game design and has barely any content.

Because seeing her husband gunned down, turned into an indestructible monster, and seeing an entire town turn into zombies made her a bit loony, she wanted to cure/kill William, make sure Sherry made it out alive, and she was making sure no-one at umbrella got their hands on the g-virus or their research data.

She behaves the same way in the remake. She says she doesn't care about William, but she obviously does or she would have just shot him in the head when he was first becoming the monster, and she wouldn't be saying "Sorry William" to his monstrous form when she finally catches him with her acid gun. She seemed to care for Sherry in the end when she was dying, but what I don't understand is why she left her in that garbage dump to mutate after G impregnated her instead of just taking the cable car and getting the DEVIL vaccine for her w/ her wristband.
Who was with Sherry that whole week before RE2 anyway? Did Annette pick her up from school or something and take her back to the police station to keep her close? Then maybe she entrusted her care to Chief Irons (not realizing he was crazy) while she went looking for G?
