The roster isn't horrible. The only really bad addition is Donte. Evil Cole is forgivable since all fighting games pull shit like that and I doubt he was there to replace anybody. The real problem is the obviously missing characters for a game called Playstation All-Stars.
Also, the game should have ripped off Smash Bros more, to be honest. Their attempt to be different for the sake of being different rather than just going with what they knew worked was ridiculous.

PSASBR is the kind of game someone who thinks Smash Bros has no actual depth would make if they were trying to rip off Smash Bros.
The fact that the only way to get points was to build up a meter and then use a special finisher was what killed it. It just meant that everything you do is pointless until someone's meter is full. I don't remember if there were other modes but that's the only way I remember playing it.
Also, The character selection is fine. I had 3 guys I loved playing as. Daniel, Spike and Parappa

The same thing happened with this as with the PlayStation Classic. They saw Nintendo did it, realised they have a lot of good games and characters on their consoles, announced they were making it, then realised third-party developers weren't going to give them licenses for money so they'd need to rely on their own IPs.

super only kills are a neat idea that makes projectiles and combos a lot more powerful than they are in smash without making the game "get touched once and lose" and they make the game focus more on frame traps. it's really bad if you just want to button mash but it's a decent enough idea. maybe if they had more than 6 months to make this game they could've ironed out the issues and made this actually a good game

Because PlayStation from the very start has been always been reliant on 3rd parties because when Sony launched the PlayStation they didn't have a Mario or Sonic. So they went out to Namco and other companies and managed to pull them away from Nintendo. So when it came time to make a smash clone they realized uh oh we don't have any characters besides Sweetooth and Nathan. All the iconic "PlayStation games" aren't actually made by Sony but other companies. Licensing out 3rd party characters is expensive. This was meant to be a low budget game.
I honestly thought a Sony Smash Brothers could have worked at the time but in retrospect they don't have a deep enough roster of Sony-exclusive or at least heavily Sony-associated characters.
Even today I can't think of a way to deepen that roster other than by adding more characters from Jak, Ratchet, Uncharted, God of War, Twisted Metal, and Devil May Cry (also replace Donte with the real Dante).

I stand by what I've always said, there was zero reason for this being a 2D platform fighter. I enjoyed it and I liked some ideas even if the execution wasn't perfect. But I think from the start the choice to be a 2D platform fighter was a bad one.
The reason it works for Smash is so many characters in Smash existed within that concept already. Mario, Samus, Kirby etc. are born and bred 2D characters so their movesets make logical sense and they're well represented in Smash.
Why is a Sony crossover, the company that started gaming in the generation that introduced and focused on 3D, and therefore the vast majority of the IPs involved are in 3D, a 2D platform fighter? Why isn't it a fucking arena fighter or something like Anarchy Reigns?

As it should be. Atlus games are what the modern JRPG connoisseur wants. Square Enix is still trying to recapture their PS1 days of being a big dog industry leader and failing miserably. Cloud should've just been removed from the game entirely after the embarrassment of FFXV.
Some companies are just very, very protective of their IPs to the extent where it certainly doesn't benefit fans and arguably even hinders the company themselves. It's the same as companies who take down all Let's Plays of their games even though they're great marketing, because they follow copyright infringement rules to the letter.
That's not entirely true, there's seriously very bad choices on this roster, they've could get characters from another classic Playstation ips like Legend of Dragoon and Wild Arms, Abe from Oddworld was going to be in the game but was scrapped, and instead of Crash and Spyro(those two would have saved this game regardless from his quality) they decided to put in Dead Space and Bioshock characters, what the fuck were they thinking?

Dart was going to be DLC but Sony demanded that they add more GOW DLC before then so Zeus got in and Dart got put on hold and after that DLC came out Sony canned the project. His model was mostly done. Activision would not even talk about licensing Crash and Spyro, they were off the table completely. Isaac and Big Daddy were literally two of the best characters they could actually get so they got them instead of having literally no one.

No Spyro, no Cloud, no Lara Croft, no Snake, no Raziel, no Dodge Viper... what WOULD have been the cutoff point? Would they have scrapped the project if the Fat Princess devs said no?
Like 90% of the masterpiece Sony titles from the golden age of Playstation were just third party titles that happened to be Playstation exclusive at the time, and Sony did not actually own the rights to. Thus to use them in a crossover such as All-Stars Battle Royale, even if it were thematically fitting (Crash, Spyro, Snake, Cloud) to a roster meant to represent Playstation's greatest, would require grossly outrageous licensing fees.
And that's a big no-no. Sony does have great first party characters that they own, but none that reach the heights of say, Mario. With Smash Bros, you have countless first and second party characters Nintendo owns the rights to that they can populate their roster with, that they don't need to pay licenses for, a handful of third parties exist, but unlike All-Stars they don't make the bulk of the roster. Who the fuck wants to play as DmC Dante? Or the guy from Starhawk?
