Fox/Falco/Wolf are laser weapons, in the case of most ratings standards, regional or otherwise, those are typically considered abstract or fantasy enough that they are treated separately to realistic firearms.
Zero Suit Samus uses a laser stun gun, which is another thing entirely, so has both the above factor and the fact it's not a firearm anyway, as it's more comparable to a taser.
Bayonetta is actual guns, but I could see the way she (and therefore Kirby) weilds them as being considered fantasy enough for an argument to be made. I would say it counts though yeah.
