He's in because Kojima's friends with Sakurai and Kojima personally asked for him to be in. Kojima begged for Snake to get into Melee first but they were too far along to into dev to put a new character so they prioritized him in brawl. Metal Gear 1 being on the NES was simply a convenient excuse to include him.

The NES Metal Gears sold well and were well known games.
