Which one of these is not like the others? The first three are all skylines, while the last pic is just some random house in Detroit. This is the FIRST image that comes up when you type Detroit 2019 on Google Images.

The real reason Detroit is in rough shape isn't because of black people, but because the auto manufacturers shut down as far back as the 1970s, so Detroit's primary industry fell apart.
