At this point I would say yes, they have all the lore / characters / world settings and pretty much everything they need to make a proper single player game and selling it on steam. I would kill for a single player RPG with wakfu characters and world, i love everything about it. I'm too lazy to read quest text and go on fetch missions that make you walk back and forth for no other reason than make you waste time. I did every quest in Incarnam and it was pretty much like that, having to cross like 6-10 screens to pick something, then go back those 6-10 screens and repeat like 5 times just to complete a shitty quest, and sometimes get stuck because the next step isn't exactly obvious and you need to google the damn thing.

I don't get it. I know they want to promote the game as having a living breathing ecosystem, but how is that relative to story? It seems to me that dynamic biomes of the world the players have agency over have no real impact on the lore and the final conclusion. A sidestory without the MMO mechanics wouldn't seem too farfetched.
