The most useless characters in Persona 5 are Makoto and Noir. I'm convinced that Sae was meant to be a party member since she does all the heavy lifting and legal work that gets Joker out of jail.
Joker, Ryuji, Ann, Morgana, and Yusuke are pretty useful.
Chie, Yukiko, Yosuke, and Yu are the best ways to play Persona 4. Kanji works better for extra muscle, while Teddie offers better support.
Yusuke is the only party member who's fun as fuck to hang out with.
