Leandro admitted that is not good and too late therefore he seeks to share the code with others who have the hardware and the knowhow to run such a private server. If understand correctly he won't release it in a torrent or anything but he might give out the codebase to wash his hands of it.

Is hero customization still shit in DCUO. I played during Beta and I remember if you try to make a Superman clone they give you Ice powers where you cover yourself in ice. What kind of game doesn't let you make a Kryptonian or Green Lantern knock off or have a good with multiple unique powers. You can make a hero in CoH with 3 different elemental powers but in DCUO lets you get 1.

It's garbage, yeah. They added being a Green or Yellow Lantern as DLC but you didn't even get the fucking logo to put on your costume. And they made it clear you were just a reserve, not a true Lantern. Never knew the C in DC stood for cuck.

DCUO did later put in Green Lanterns. It was an archetype (wait they didn't call them archetypes) that was 100% reliant on you knowing how to power clip and every lantern was a DPStard. They also added Electricity but it basically sucked (I had a character who used it but it did have the hybrid problem of trying to go halfsies and not doing either half exceptionally well)

In fact, that was a common bug where the mission would shit itself and NPCs would start referring to the players as $PlayerName or similar, so the missions are more than capable of running without PC data.

The ONLY scenario where player data is relevant would be in the Mission Architect buildings and that's more than capable of working with an empty list.

Time has a bit of -regen, but also has Far Sight which can give force field levels of defense to all allies, and Chrono Shift which gives a big recharge boost and endurance+hp regen to you and your team.

No, you can't play it yet. Someone needs to set up a server with it, which should now be rather easy. But even then missions will still be missing from the game since leo didnÖt drop that data part. It can be redone from scratch now, but that would take a small eternity. Better hope that he relseases the rest as well.
