They're different stats. As the adage goes, INT is knowing a tomato is a fruit, WIS is knowing it doesn't belong in a fruit salad. It doesn't have much meaning in video games but it's carry-over from video game RPGs being born of tabletop ones.

You have a generic physicality stat that determines your str and dex and whatever through modifiers that can be altered through player choices in character creation and in game choices
Blame Gary Gygax for that one. D&D turned DEX into the god stat in the 70s and it hasn't changed since.

I always roll 9 luck in NV just because, but does it really benefit you at the casinos? I usually can just max bet and double down and win nearly every hand. I don't really play the slots or roulette though.
Wasteland 2, there's so many skills but so little points that even with 6 people in your team you can't have a mastery in them all

At 9 LCK you're more or less guaranteed to win almost every round at the tables, but at 5 or so it's closer to 1 in 6-7 rounds. But realistically, you don't need to roll 9 LCK from the start since you can get a LCK implant at the clinic or buy the Lucky Shades from Mick & Ralph's to get an extra 2-3 LCK.
By the same token, WL2 has a lot of dump stats, like Animal Whisperer, Outdoorsman, Barter and Hardass. Mostly you just need to make sure each member of your squad is a specialist in something.
