Tourney viable. Not OP as fuck so you do have to work a bit for your victory. Playstyle seems to be either hyper aggressive to trade damage so you can finish them off when you get Arsene, or riposte style where you poke and time your rebel guard to get Arsene out asap.

With Arsene out, great. Great killing power, xbox hueg eigaon, great recovery, fast counter/reflect.
Without Arsene, he can hold his own, but you really have to work for your kills.
Either mode is quite fast in movement speed, aerial speed, and frame data from the looks of it. Being able to dodge and jump while you're shooting is a good bonus, too.
Overall he seems bretty gud and is fun. Not sure I'd consider him top tier since his real power is locked behind getting hit, but I'm just some random shitter.

The basic idea is that his normal form can rushdown but not get KO's so he needs his Persona to finish them off.
The problem is that his normal form is so good that a really good player can get kills just from the absurd percentage damage they're dealing. His Persona is powerful but that's the appeal and I think nerfing that aspect will ruin what makes him unique. Instead just make his normal moveset have less combo potential, longer frame data or maybe even reduce his weight class. Not all three though. Just one or two of these would be enough.
