Which was native argonian land to begin with. The argonians just took some swamp back they lost to Dunmer previously.

They got quite deep but after being stalled at the city most just headed back to swampland. They had intention of keeping the southern territory, they raided and killed thousands in revenge. The land is of no real use to swamp dwellers.
Whats left of Morrowinds governance doesn't have the might to actually police the southern territories though, so it's now a lawless wild west under no real control (by time of skyrim). We know that some scalie tribes stayed behind and slaughter returning dunmer at will, unopposed.
