Sakurai has always prioritized some kind of play style he wants a character to have over whether or not it's authentic to the source material or actually fun and unique. For most characters it worked, but for some it's obvious that they were lazy about it.

I don't think they expect Nocturne references, I think they just expect SMT references in general. SMT was kind of a semi-big deal in Japan back in the 90s so it'd make sense to reference at least SMT1 and 2. Then again, they probably care more about appealing to westeners now so there is no reason to reference anything SMT aside from Persona 3 - 5.

Tried Joker for a few hours, but didn't really figure out how to use him effectively. When he has his persona out, he can edge guard pretty well with his aerials. Still didn't figure out how to use the gun so that it does anything. Maybe continuing with the jumping downwards shot is the way to go or just shooting once to follow up opponents flying horizontally.
