It depends on the game. Not all 2d games are sidescrollers, who the fuck would use a d-pad for a twin-stick shooter?

I generally use the stick on most controllers since it's in a more natural position. Lowering my thumb at an angle to use the d-pad isn't comfortable

Quite a few things in smash are impossible with the d-pad. Most notably you can't walk, and the result of that means tilt attacks and pivot grabs would not work. Also, I think instant ledge trump would probably be broken. Fox's recovery would lose half of its angles, too.
To put it short, smash is a game that relies a lot on the control stick because it's a more flexible input. This is why B0XX needs a walk modifier button and smash on a keyboard is really terrible.

Double clicking the dpad should be running only
/fixed. I don't care about any of the other shit honestly.

That only fixes a couple issues. And regardless, smash wasn't designed for the d-pad so it doesn't make sense to support a control option that is completely not necessary. On the Wii and Wii U they had to support the Wii Remote, but nowadays a single joy con suffices for that demographic.
In Wii U? I would take that bet if it wasn't so early in the morning.
