It will never ever surpass the first game when it comes to atmosphere and general game feel by base design(plus inclusion of the EDARs I'm still mad), however in purely technical terms the game is better than the first in every way.

The server code has an exploit that can execute code on any player clients and it hasn't been fixed since it was discovered after the game stopped being patched. You literally risk getting infected with viruses playing UT2k4 now.
