I would not say the problem is with Noctis per se as it is with the game's entire pacing and focus being off at all time. He's this pamepered prince kid like Simba who's just kind of fucking around, but we never see him during good, pleasant times, since from the very beginning of the game his homeland is invaded. Somehow he doesn't really react to it that much. He only actually changes at all when Luna dies, but the problem with that is that we never made to care about Luna or shown that Noctis cares about Luna that much besides superficial statements. And then the timeskip just sort of changes him completely. It's supposed to be about his gay friends travel but dialogue is so unnatural it's hard to get invested into that either. The entire thing is so janky it's less that Noctis is written poorly and more that the game as a whole is written poorly.

He's sort of just incredibly boring with no outstanding personality traits to speak of. He's pretty normal if you're comparing him to any regular person.
