Blizzard wanted to make HotS a more niche MOBA to appeal to SC Custom Game fans at first. This changed in order to make it more marketable, but the change took time and both League and Dota2 already had popularity even before HotS hit Alpha. As such, while it did manage to carve its own niche in the moba market, it was small compared to others and likely didn't live up to Activision's standards.
If it only gets as much attention as SC2? Try maybe two a year, only one if Blizzcon ends up getting discontinued.

It's because they have to be, they literally rely on being flawed. That's what keeps them fresh. Developers can wipe their asses on balance notes and people will still meme it for them.
