When they're an actual character and have a cool theme, backstory and personality that makes them stand out as something unique and interesting.
The worst kind of characters are the boring 1 note ones that simply pander to a fetish of some sort, bonus shit points for pandering to it in the same generic way that everything does. Its gotten to the point where we have categories for the generic fetish waifus and people actually get upset when these cookie cutter wastes of space aren't included.
I'd probably play as female characters more often if they actually had varied and cool designs like the dudes do, but they're always just the same generic fapbait waifus with about as much personality as my co-workers.
Not even a SJW, don't care about hurt feelings over sexy drawings, I just think they're fucking boring and wish we could get more cool characters, especially since the ratio of dudes to ladies is getting unfortunately balanced even thought the female characters are getting less and less interesting.
Just look at the sorry state of SFV's roster, most of those thots are so fucking boring and bland its unreal.
