the moon DOES rotate but its rotation matches its orbit so there is actually a side of the moon that we never see from earth

What went wrong with Infinite and Burial at Sea? Especially the latter compared to 1 and 2 if you replay them.
I just can't quite put my finger on it. Why did Rapture feel so... odd compared to the city we explored in 1 and 2? You'd think it'd be impossible to screw it up even more after Infinite. Was it Levine's fault?
