It is entirely plausible for a game like P5, that is a PS3 game at its core, to run just as well on the Switch as on the PS4 in spite of the PS4 having better hardware. Just like a potential PC port likely wouldn't run better than the PS4 version unless modified.
None of these systems are too weak to properly run P5. Not even the PS3.

Sony wanted the vita to be a portable home console, their big push was Uncharted, Call of Duty, Assassin's Creed and whatever that Insomniac(?) shooter is called.
The problem is that the normalfags that buy and play those titles couldn't give two shits about portability and once Sony saw that they abandoned it and let the AA titles Japan Studio was making go to die like Garvity Rush, Freedom Wars and Soul Sacrifice because Sony is the big poppa now doesn't care about weebs.

I own every Playstation except the PS5. And this includes the Vita.
The Vita for all that's great about it, suffered greatly though. The PSP meanwhile was amazing from beginning to end, but that just was never the case with the Vita. And nowadays I do indeed prefer the Switch.

I've always liked handhelds. Even the Vita. It's death is no wonder though because that thing was mishandled like you wouldn't believe. From the greedy compromises they did from its devkit models to the final release models. To how it was actually supported after being put on the market. Mistakes after mistakes. And that was in competition with a system that was and still is awful hardware wise but did most of everything else perfectly.

Yeah I wanted the Vita to be treated better too and I also wanted a Vita 2 but here we are and the Switch is the gaming handheld system of the market today.

Switch has some big problems of its own though. Its form factor is nowhere as good as Vita's. It's too big. It has no d-pad. It has no OLED screen. It has paid online.

However I can imagine a hacked Switch to be a pretty god-tier machine. You completely bypass Nintendo's jewery and just enjoy everything on it.

I had my fun with the Vita, haven't touched it since I finished Senran Kagura Estival Versus. It had is run and was good enough for me.

But on that note having one joycon in each hand is probably the most comfortable way to play games ever, though that is not a particularly portable way to play nor does it work all that well for all games. But yeah.
