Pathfinder isn’t even close. Icewind Dale is absolutely gameplay wise, but in every other factor that composes a video game Planescape is better.

In many cases, yes, assuming it takes advantage of being an interactive movie to its fullest potential. If a videogame doesn't take full advantage of its medium, or is just as well told as a movie/book, then it's not a quality means of expression.
Bioshock (on a first playthrough) is a good example of video games being a quality means of expression. It has a centralized theme around player control and uses both the setting, characters, and gameplay to flesh out that theme. The gameplay part falls apart a little on repeated playthroughs, but a lot would be lost from the experience if it were just a movie or a book.
That's what constitutes video games as its own medium, and why video game movies simply don't work. Neither do interactive experiences or walking simulators for that matter. Nothing in the experience is gained by the player being present and commanding the character to move forward.
And that's another thing. While video games are clearly destined to be another means of expression akin to movie, books, or artwork, it's still in its infancy and dedicated to other goals. That of which being fun.
This isn't a bad thing by any means. In fact, movies are so similar to video games in terms of composition and design, that games trying to be cinematic experiences quickly grow old and tiresome due to their redundancy.
The main point is simple. Videogames are not art. They simply don't meet the same expectations that you would have when entering an art gallery. But they are still a means of expression worth exploring further and in new, exciting ways.

you are right. technically, any kind of self expression that creative deliberate is art. but, most people make a distinction between commercial art: stuff meant to sell as much as possible, and arty art: stuff meant to provoke emotional response and reflection. the vast majority of games are excellent works of craft, but don't really say or mean anything. Mario games, Call of Duty, Overwatch. These games have elements of excellent craftsmanship, or little bits of artistic expression, but the whole product isn't really meant to provoke reflection or be stunning works of beauty.
Games like Okami, Jet Set Radio, the earlier Silent Hill games, Gris, Journey, Katamari Damacy, Hollow Knight, Hyper Light Drifter... The list can get really long, really quickly...
These games might have laser focused aesthetics, with music, art, programming, gameplay, and story all weaving together to a singular experience. They might be works of metaphor, leading the player to meditate on some concept within their lives. They might be just brilliant, emotionally moving experiences. They all push the medium forward and can stand with some of the best examples of other works of film, painting, etc...

its funny that you make all the arguments of why games should be considered art, and then say they aren't. Have you not played any good games? I know I will get called a shill, but have you played Hollow Knight? Rez? Journey? Hell, I would argue that Wipeout Fusion is high art. Especially when you get really deep into it and get into flow. You hit this point where you stop existing and you are just reflexes popping in response to the images and the music. the game is mesmerizing.
And lets not go into the games that are intended to be "Art", stuff like The Unfinished Swan, Flower, and so on

My main argument is that different means of expression should be held to different standards and thus similar forms of reverence.
I remember when I was in high school, we had to argue why Mary Shelley's Frankenstein 'deserved to hold a place within literary canon'. The novel isn't art, but is still historically relevant. I believe something like that should be established for games.
