Fontaine was a career criminal and Ryan was HIDEOUSLY corrupt and self-serving. They were both bad guys, but Ryan could have made an effort to fix the city and didnt.

Ryan is one of my favorite villains period. Fontaine was his thesis, his ideal man, the dude who got to Rapture with nothing but the clothes on his back and rose to the top because he would do anything for numbero uno, morals and naysayers be fucked. And in trying to stop him and because of his paranoia of the outside world, Ryan became his own antithesis: a brutal dictator oppressing his people.

he basically was letting shit in from the surface that he vowed would never be coming down there for his own comfortable living, and someone involved with that took an opportunity to get inside rapture and try to seize control if I remember right. in the process, andrew's retaliation and compromising and fontaine's merciless actions tore the city apart.
