That user is right. Just because you get handcuffed doesn't mean you are arrested. Being arrest requires being processed at a station and placed in a holding cell until they decide how to provide with charges.
Being handcuffed simply means that you were emotional, and they to restrain you on-site to prevent harm to yourself or the police. It happens in many cases where people are believed to be unwell or, for example, were acting in self-defense against another person but are still emotionally shaken up.
