Not either of them but I think powercreep in the form of buffs is only OK to a certain extent. Imagine smash 4 if instead of nerfing bayo they buffed everyone to bayo level. ToD combo's for everyone, not a fun experience for anyone.
I also support the idea's that players dedicated to low tier characters can learn tech or match-ups that shift their powerlevel without buffing or nerfing, and also that low tier characters have a good advantage against tierfags who probably don't know match-ups against villager and lose.

I do think nerfs are handed out too freely in smash though, only the top 3-5 should ever get nerfed, the rest can catch up.

Fight anything that isn't a zoning character and it becomes a pain since he doesn't have any particularly good aerial to space. Slow brawler type characters in Smash Bros just don't work. It means you're losing most matchups in the game under most circumstances: Zoning characters & characters with disjoints can easily stuff out your approaches, and it would require the slow brawler to have tremendously good reward or moves in general for them to become good. A character like Doc is filled to the brim with insanely good moves with great damage output/frame data ratio that work well with one another, and he can kill pretty easily, but the ease a lot of characters have to camp him out puts him way down: Characters that don't prominently use this kind of strategy actually have a closely even matchup against him.
Kirby is like Doc, but worse: He doesn't really pack that much of a bunch. His tilts have fairly good frame data but the damage output & combos aren't there. Kirby isn't dealing more than 40% on anyone without consecutive reads. Same for killing: His Out of Shield game is just average, and he doesn't have any prominent kill confirms. He has all the same issues of being lamed out as Doc, but with hardly any of the good ( Or even more niche qualities than Doc's )

The up b height nerf makes you have to jump down from a platform on battlefield in order to get back up from an off stage down air instead of being able to do it with just a full hop from stage. When you look at the Top tiers of Ultimate, they shine through how seemlessly they can get things started, as the core of their neutral game can enable some strong combos: Wario has his aerials crossing up & UpThrow, Wolf has DThrow/UpThrow, Blaster to force approaches, great hitboxes on starters like Fair or Nair, Pichu has his tilts, most aerials & Dthrow, Olimar has UpSmash, zoning & Dthrow. I could go on.
Inkling doesn't really have that: Up Throw starts combos, Splat Bomb is great at area denial and can facilitate getting that grab, Back Air is a great spacing tool with solid mixups, but it really isn't as solid as the other Top tiers. Inkling has pretty strong edgeguarding/ledgeguarding enabled by the bombs which go toe to toe which the more horizontal nature of her combos outside of UpAir strings.
Still a strong character, but not one I think is that great. Not as consistent of a threat as an actual Top tier.

How, exactly, is Inkling good? Every time you need to recover ink, it happens to be a time when your enemy does not want to allow you to recover ink. Splat Bombs are not that gud, Super Jump sucks, Roller sucks, Splattershot is okay, inking mechanic is middling in usefulness, smash attacks are slow. I play Splatoon 2 every day nearly so I wanted to use Inkling to beat WoL on Hard but some matches, especially when outnumbered, are just a headache and I've reverted to my Melee main, Fox.

Stall & Falls were a mistake
Literally every character that has one except maybe the bouncing ones ( Greninja & Simon ) would be better off without this shitty mechanic. Give me back proper G&W Melee Down Air.

All these buffs are just dreams, though. Seems that Ness is in an okay spot when it comes to tournaments, though he has yet to win a major. Awestin and FOW seem to be beasts with him, so at the very least there are tourney vids of him in local Grand Finals.

The character has both great air speed & air drift, he can easily do without, and the neutral applications for non Stall&Fall Down Air would be more useful to Game&Watch. He needs all the options in Neutral he can get, since his Neutral isn't that good

Dude the reality of falcon is if your not able to perfect shield into falcon punch somewhere in your strategy on every matchup you can't main the guy. Clashing with falcon kick is a good time to be ready for it
