I don't doubt that someone has a dev build; any developer who worked for Cryptic or Paragon could have kept copies. However, there are several points to consider:

The code itself is the property of Cryptic/NCsoft, not the individual developer. If code or binaries are leaked, they could be sued.

Even if they're not sued, companies are not going to hire a developer that is under suspicion of leaking assets from a previous project they worked on; they did it once, they may do it again. It would be career suicide.

As I posted here three years ago when Tony was asking for a developer to leak the source code, this is a terrible idea. A code leak would give NCsoft ammo to shoot down any server project like SEGS on the basis that they could be using their stolen property.

As things stand, Paragon Chat and SEGS are both making progress, in different ways. There's too much to lose by having a dev build leak out. And not a lot to gain; even if you got your hands on the server binaries, we have no idea what sort of architecture would be needed to run them on. Server software that is not built for customers rarely has nice interfaces with easy setup steps like SEGSAdmin; and some of the peeks we've had behind the courtain shows that Cryptic often used non-standard solutions.

For example, SEGS uses SQL for its database and so does Paragon Chat. So does pretty much everybody, because SQL is the standard for database servers. Yet Cryptic considers SQL harmful and not performant enough for an MMO, with that presentation being by one of the original developers of COH. They instead use something called "Cryptic DB", which is unknown outside of Cryptic itself.

Man, it's cool seeing these. I made three characters I still remember now:

A Martial Artist, Super Jump they were all about evasion. I just made her this little schoolgirl that loved Kung Fu movies. I remember in her write up I wrote in that her actual power was memorizing moves with one look, so she got her powers from watching Kung Fu movies.

Then my main was a Controller, this nerd who was exposed to cosmic rays and gained the power to control gravity and manipulate kinetics. I remember I made him in particular because I love gravity control as a power in comics. I never felt like the set lived up to the potential of the concept, but I do remember having tons of fun.

I also made a Fire/Thorns Dominator that was a robot version of a scientist's daughter, who couldn't make his daughter bot have a soul, so he dealt with the Thorns people to acquire an artifact that turned her into a crazed psycho fire/thorns (like the enemy type in the game) bot that killed her creator.

I never really messed with the Villain or Hero side specific unlock classes.

I don't think they truly tried. It is weird there's a lack of screenshots/video evidence with these leaks. Part of what gave stroyer credibility with his leak is he had made video clips. We don't have the code. He does. We wanted to play. He wanted to keep it secret and make money. We tried to remake it, he actively shut it down. Original game was shut down to make way for other Korean mmos, not out of a lack of interest.

Tons of different powers, huge groups of enemies that you would have to take down, had the best class type of any MMO ever the Controller, tons of customization options. Was pretty cool.

You forgot where he said it was nearly impossible to have a private server of said game when he already had his own up and running.

It was a good game. Early on they didnt even have an economy really, this was good it means you basically had to start every character from scratch. Later on they added some mild stuff, mostly cosmetic i think i cant recall fully.

It was grindy, but grinding is good. It was fun to fly around and complete the various quests and things. It was a very drop in and out kind of game. You could solo, but if you saw someone else doing the same thing as you you should probably group with them. The main group grinding activity was clearing these little randomly generated instanced dungeons. You got missions to these from contacts you could develop relationships with, and different people would focus on different ones. Depending on the kinds of enemies you liked fighting you could kind of tailor it to fit your interests.

It was rather fast paced combat and involved a lot of aoe grinding so you would have a good tank round stuff up then everyone just explodes on them. Had good skill synergies with various effects.

It had just the right amount of the various kinds of things you can do in a game. You could pick it up and start playing it easily and just play it for 14 hours.

I don't think this game ever got worse. There's not ever a point where I think to myself, man I wish I could play classic CoH! I feel like every update was good, yes even the Enhancement Diversification patch. The only thing about Old CoH anyone missed out on was pre-aggro cap when you could herd entire zones up. But that was just memey shit you could do.

I think the post-rogue and freedom content was the most interesting stuff to get added to the game and finally gave the game a real end-game. People forget how dead the game was around 2008ish, I remember when none of the servers were even medium pop during peak hours besides maybe freedom. But towards the end there was like 5 servers hitting heavy pop. City of heroes found ways to add post-lvl 50 character progression and continual new content without raising the level cap, and without ever invalidating older content completely.
