All talk of the game being impossible to get a private server for, all the people shutting down discussion of secret private servers, and all of the kickstarter CoH private server projects were people inside the clique playing on this private server fronting bullshit to keep it hidden and pay for its expenses. This has been going on for six years. The entire City of Heroes reddit moderation staff is in on it, and has admitted to having their bot specifically set up to automatically ban people talking about a private server.

A NCSoft/City of Heroes employee grabbed stole all the files, HDDs, CDs, Jump Drives, and a few literal servers - all filled with everyones character data, data for the game and how to remake it into a private server. He then hands it to this guy (his name and information is being dumped constantly now... ) instead of saving it or working on it for everyone to enjoy and play he instead keeps it a secret and invites only friends and family, and their friends - the problem with this is that if anyone leaks the information he now has all their accounts, characters, items and information so if one person leaks he deletes their account and all the people they invited into the Secret Server for CoH
This same person, the person who owns and controls this Secret Server also apparently owned the City of Heroes Sub-Reddit, in which he and his moderators went above and beyond to delete, perma-ban anyone discussing a possible City of Heroes Private/Public Unoffical Server to play on and anyone to mention the secret server were dealt with quickly
The newest information is that SEGS, and a few other City of Hero projects were in on it with him, giving him their collected data and information to keep his secret server stable and under control. On top of all of this he forced people to give him donations or he kept their exp gains extremely low and if people donated to him he made the exp normal and gave them exp bonuses
After all of this there are new people surfacing and admitting that they were part of it, one stating that funds from the creation of City of Titans, one of three or four super-hero MMOs being created has apparently been a front for this server and all their funds from the Kickstarter, Paetron, Donations from PayPal have all been siphoning to this man. If you saw his one video you would see he has many max level characters. he was most likely seen by someone from the server when sharing pictures on redditt and he got in that way.

MMOs just aren't popular anymore, it's all fucking pvp games and battle royale shit. This secret private CoH Server has existed in working order since 2013 and since then there have been countless people hinting, suggesting, literally telling people about it but no one believed it because the majority of people around these post were ALL IN ON IT and anyone new wouldn't believe them; they would then perma ban said leaker, delete their literal, only existing account and data from the actual CoH Servers and poof they're gone

I think the eventual lore was that Nemsis was prepping Earth for the invasion of a great galactic threat in the form of "The Legion" (The coming storm).
Part of this included getting our Earth in contact with Rikti Earth, the only parralel dimension where The Legion were defeated by the true Rikti (The Rikti we know are humans morphed by the long dead true Rikti) even if it meant having to start a war to do it.
Mender Silos (an anagram for Lord Nemesis) came from a timeline where The Legion wrecked everything including time itself, leaving him (as Lord Nemesis) PTSD ridden and trying to piece time back together as Silos.
The Legion were going to be a key part for the upcoming storyline and why space and the space station were going to be a thing in future updates.
