Bitrate > resolution, always remember this rule because you want your webm looking pretty, not looking enormous. You need to find a balance between both. 360p is roughly 550 to 1000 at 30-50 seconds, 480p is roughly 1250 to 1500 at 25 seconds, 540p is roughly 1600 to 1900 at 15-20 seconds, 720p is roughly 2000 to 2400 at 10 seconds, and 1080p is in the range of 3000 for less than 10 seconds, usually 5.
When you want longer than a minute you're looking at 360p or under (320 and 240 are both decent places to land at) and you're going to have a garbage bitrate of anywhere from 200 to 400 just because how it works. Take the webm you replied to for example, it's two minutes and has a pretty awful bitrate (Just look at around 1:10 when your noggin' really gets joggin' to see the entire sky blurring and turning into blocks) but because it's at a lower resolution a lot of it is saved quality-wise, and it's also mostly black and white with yellow so not a lot is going on.
Another thing to keep in mind is that color matters and so does framerate. When it comes to color this means constant shifts to different colors and usage of the color green along with heavy effects such as particle effects or explosions (Because they cause multiple color changes really quickly) will start adding to your filesize. Framerate matters because everything I listed in that first paragraph is with 30ish FPS as the basis. You want to cut the time I listed by a third if you're going to 60 since it's going to be adding double the amount of frames.
Finally, always do a double pass to lower your filesize and increase quality, and always remake your webm if it looks even slightly off. It's better to have something looking nice than throwing something out there that's just okay. Use Webm for Retards, it gives you a bunch of freedom and it's very user friendly, and if you can't make something with it you'll need to learn how to use FFMPEG command line. XMedia Recode isn't that great.

I just always notice I have more trouble when green is involved in a scene, same with particle effects, but you're completely right that a lot of movement causes it to be way heftier which is why constant scene changes or even simple color changes is enough to bloat it all.
