Maybe the funding is coming from the Disney side, they're probably less worried about loot box revenue and more concerned with the long game of building some value back into the Star Wars brand.

I am one of the mongoloids that preordered EABF1, found out it was hot garbage then went right ahead and preordered EABF2. So, take my opinion with a handful of salt, but this game looks promising as fuck. They are most likely aware that not only are the fans not happy (not important which sucks but it's reality) but Disney isn't either (VERY important as this may take away their money maker).

The buying power of a dollar in 1990 was nearly twice what it is today, which means if the price of games had scaled properly with inflation then $120 games would be normal now. While it was indeed a lot cheaper to develop Jedi Academy than it is to develop a AAA game in the current time, you can't forget that the industry have multiplied itself in growth, a lot more people are buying video games now than they did back in Jedi Academy days.
