All pokemon towns are like that. I'm currently playing White 2, and just got to a city with an airport, a poke center, a reception for the airport and one house.

They seriously need to fix this shit. I doubt they will though. But why not make a town with 20 houses and cities with 50 to 100 houses?
There's no fucking reason not to. The cartridges can fit it easily and it would be amazing for the series.
