It's not done by Tori himself but it's made by DBZ production staff. It looks good because it's done the old fashioned way with traditional inks and paints. And art quality was just generally higher back then. Digital made shit easier to make and allowed less-skilled people to make it in. It also just flat out kills a ton of soul in the art.

Nowadays with the category leads and dupe system, you can just ignore things like type disadvantage and super attacks because a lot of damage can just be tanked/absorbed by into your giga hp stat and you can still deal some decent damage regardless of landing a crit with most damage dealing units.
I'd say that o.g rosé and vb or the neo-god leads was where it began to drop in difficulty.

The orbs fall in a specific way every time, but there are some variables like the placement of the ones you pick up and their color. You just have to play more to understand the patterns. You can also use a lead with ki support or a support unit to boost your ki up as well so you don't have to rely on orbs as much.

Is Shida the guy that animated some of the scenes of Goku's fights with Jiren? There were scenes with a distinct frenzied and rushed feel that I seriously couldn't stand. I had always liked the look of SS4, and put into context my original dislike of the change in Goku's gi colors from Orange to blue and dijon mustard yellow. Honestly, brown fur + orange pants SS4 would look bad, but the bright red fur and the mustard yellow pants looks pretty good.
Also while most of the fights were bad, the openings and endings had so much soul. While it partially seems like the ending was rushed, I do appreciate that Goku returned to his roots and visited the Kame house and Krillin, and such. It's a bit of punch in the feels that everyone continued to wait for Goku to come back from his journey with Shenron, only to never return (since he presumably passed away).

The actual answer why Cell has not been back is because he costs too much to animate due to all of the little details on him. Japan has turned into mega-jews over budget since the 90's and no longer strives to put out good looking shit on shoe string budgets. The animators hate keeping track of that shit to boot, so he's never going to come back unless he gets a new spotless, simplified form right away
