Have fighting games gotten too complex? Or, has this perception developed that fighting games need to be overly complex to be considered worth playing? Is it possible to make a modern fighter with a simpler approach to mechanics without being seen as too casualized or dumbed down?

I don't think so, they're already simpler than they used to be, and a lot of fighting games nowadays are plenty accessible, and some people complain about them just for the level of accessibility they're at now. I think they're in a fine state as far as difficulty goes, they're accessible enough if you're willing to give them a shot, while also having a high enough skill ceiling to give the game longevity and for you to always feel like you can be improving on something in how you play.
Sega, please announce Virtua Fighter 6 (and have a PC release).

Really? Maybe I'm just coming at this wrong, but it seems like a lot nowadays have a lot of focus on subsystems like building up EX bars and Special bars, stringing along massive combos with finishers, not to mention the various special moves characters usually have. And that's not touching on the fighting games with a focus on team-style battles, switching during fights with special combos and attacks to go along with that. Compare to something like Virtua Fighter 2, which I decided to give a spin this morning, and it seemed really simple in comparison to modern fighters. And not even really in a bad way. I liked how scaled back it was. Felt like I was playing something more akin to a brawler. Granted, I played without a manual or any other reference material, so maybe the combat is a lot deeper than I'm realizing.
So there is more to the game?
I bought SC6 on PC, but not DOA6 yet. Waiting on a sale.

I'm not sure if you're referring to VF or the two I've mentioned but yes, fighting games game depth is exclusively relative to its mechanics so VF is a better game then both of the aforementioned
