As voices go, the English ones aren't bad, but the director clearly did a bad job because they're nowhere near as emotive as the Japanese ones.

I'm going to guess the director had them mimic the style of prior Dark Souls games, which aren't exactly emotive. The dialogue is also generic and boring, like the entire story. It doesn't give actors like Ray Chase a way to expressive emotions, despite him being amazing in Nier Automata.
That's why characters that aren't emotive are great in the dub, such as the Sculptor or the Owl. I find Isshin great though, Emma is an alright voice actor but her appearance doesn't match her voice if you ask me, felt jarring when I first heard her voice.

It's pretty obvious From wanted only Japanese voices for Sekiro in the same way.
Activation is the reason there's an English dub at all, they handled all the other languages.
Which is why the voice acting sounds like shit in English, because From usually handles that directly and uses theater actors not shitty B-list VAs.
