There's nothing challenging about HHM when it feeds you such ridiculously powerful units with the enemy stat buffs like Raven, Legault, and Harken. The only difficulty exists early on and just comes down to how effectively you can use Marcus. The limited amount of deployed units just makes for a less fun, not more difficult, time.

For the vast majority of it yeah. Cog of Destiny still deserves a mention though for being a legitimate challenge. They actually throw units with a speed stat at you. The Valkyries in particular in that chapter have 20+ speed and many units cannot double them with some even risking being doubled, they also throw tons of status staves at you. The chapter definitely highlights the major problem with FE7 though and it's difficulty. Enemy quality is generally just plain garbage and the only units that ever risk being double for 99% of the game are very slow units like Oswin, Dorcas, and Bartre who you shouldn't bother with anyone besides Oswin who acts as a mini jagen but falls off later due to low speed and movement.
It's just disappointing because that map shows they could still make a challenging map but chose not to for most of the game. They really didn't need to hold back on hard mode either it was locked behind finishing the game and called fucking hard mode there was no reason to make it as easy as it is.

What does that have to do with anything? Hector mode isn't harder because the changes to the missions and characters, it's harder because enemies have higher stats across the board.
