Tekken 7 has had a consistently decent playerbase size since launch on PC especially for a fighting game. Usually has around 2-5k players depending on the hours which is good for a fighting game considering you only need to find 1 fucking person for a match.

Why would it be? Tekken 7 was developed as a PC game first because the arcade version is just PC hardware running Windows then was later ported to consoles.

This. PC has plenty of players. The only problem is the player quality is low due to poor 'fighting game DNA' of PC players. It's a good place to bully scrubs and be a big fish, but playing on PC environments tend to lower your skill level over time.
