Cap and Widow would have been great, but them being BFFs was also great. It worked well because it felt organic. Winter Soldier focused on them about as much as Cap and Buckey, really.
Hulk/Widow fell flat because it wasn't developed like that.

I wouldn't say I didn't like it, it was just really forgettable. It's been a while, so I can't really point to specifics in the movie, but I remember just walking out with a meh feeling. I think that was kind of a low point for the MCU, since Ultron was near that time.
