IX doesn't receive anywhere near the universal praise OoT does. Plenty of people shit on it, pretty frequently too. VII is closer in that regard, whether you find it overrated or not.

The skill system is like a shitty version in it's growth system than the esper system, is hard locked by player progress, is near linear in it's engagement, and is far far shittier than materia. Trance is also a shitty mechanic taking player agency out of its use and removing the strategy that was the point of the limit break system to begin with.
Tetra master is mechanically inferior to Triple Triad despite being more "complicated".

No they don't. they have the same foundations of turn based mechanics and a menu for skills, but beyond that, how you learn the skills, how you replenish your magic in particular, and the benefit to the combat are entirely different. In FF8 combat is always a detriment, the game is best played by avoiding optional combat as much as possible. Money is better gained elsewhere, items are better gained elsewhere, stat boosts are better gained elsewhere.
A combat system is the entire system of combat and how it works as a single coherent function.

Fighting enemies gives you a regular FF experience. The hard cap on boss scaling means you never have to worry about a boss outscaling and the few bosses that do scale up to max are either gimmick fights (Diablo, Cactuar, Odin and IIRC Sphinx) or the bonus bosses (Bahamut, Ultima Weapon, Omega Weapon).
Random encounters give AP and XP. But bosses only give AP? Could it be that they introduced enc-half and enc-null so early into the game to validate this type of playstyle?
Enemies change depending on zone and under a normal playthrough would give the illusion of fighting stronger new enemies per new zone.
When you enc-null you play in an alternative way in which the game stacks all power to the player
