It's not really pay to win. The problem is you need to play for 2 years before you're competitive, because after 2 years expansions will start rotating out and you get the dust. If you've already been playing for 2 years it's an okay game but if you haven't it's not even remotely worth it to get into.

Reddit cried about aggro, blizzard listened, playerbase and streamers died because 30-50 minute cucktrol mirrors every game are unbearable garbage. And shit boring expansions in general.

200$ every 4 months only to win 50% of the time due to coin flips and to see the same 3 decks

Blizz's refusal to take full advantage of how easy a DIGITAL card game is to balance out.

There's been dozens of times over the years where a few cards or individual decks were absolutely dominating yet they chose to remain hands-off for months at a time before either adjusting one or two mana costs or killing a card that was already on the out.

If rebalances were a lot more prompt and frequent and exceedingly strong legends being reigned in was a fact of life, full dust refunds might not be a thing. Only a fool would get pissy that they 'wasted' their dust if pretty much everyone knew a rebalance was right around the corner.

It's fundamentally broken by design and the dev team is fucking retarded (yes, that includes the old one with Ben Brode)
There is really way too much shit i can list, literally EVERYTHING went wrong
I haven't played HS for a few years and decided to check out sone twitch streams of it to see if the game improved over the years and at it's current state its actually the slowest and the most boring card game (right after Artifact) i ever saw

two answers:
-they back peddle a lot of their design choices as they go along, usualy making something interesting or strong. the problem is that they take extremely long to back peddle, either a whole year to "remove" a mechanic already well established within the game or to "balance" (read: remove cards from play/practical use)
-cant experiment with decks, the main draw of card games, as all vital cards, or cards that can be built around, are either epics or legendaries with no way to trade or establish what made physical card games interesting and communative, meaning that hundreds to thousands of dollars must be spent if you want to enjoy everything it has to offer, or at least the top end of it

there are heaps of smaller problems as well but those two stand out the most
