Because of some crazy zealots about her and Colonel supposed to be one reploid that could emulate X's emotional capacities, but scientists couldn't find the secret to achieve it, so they just divided it's two emotional traits (war and love) into them. Since Iris fused with Colonel, whatever programming they had to remain stable went haywire and it can't be fixed.

After the first Maverick outbreak, who the fuck greenlights the production of more Reploids? There was clearly a critical flaw on their design, yet they still make them. What's worse, they ramp up their production making independent militarized units. And then there are the one off units like Dynamo, Double, X-Hunters and Bit and Byte that serve no purpose but to antagonize. They weren't good reploids that went Maverick, they were nita to begin with, but for who's benefit? Are there reploids building other reploids? So humans really give no shits to not bother keeping these cunts in check? What the fuck is going on in the world of Mega Man X?

Money. In modern times there are excessive amounts of things that are bad for humans that keep on going because someone is making money off of it.

They clearly ARE making improvements upon the designs. It's just that the specific threat keeps changing. People get better virus resistances: Sigma gets a design for a compound virus made by Wily to get at them. Even still those infected by the virus in 5 can still maintain partial control of themselves.

Besides it's not like this really makes reploids any less safe then Robots. They just preach at you.
