Top speed is relative for each kart class. The speedometer shows how well your kart is performing rather than as an absolute measure of your speed. This is why karts other than topspeed class can max out their speedometers. Of course topspeed class karts have issues with tracks that demand sharp turns and worse acceleration will generally make them difficult to use in online play where getting hit at all can spell disaster at a critical moment.
The long and the short of it is that top driving speed and top boosting speed are different things but they are proportional to the speed stat itself.

Put it this way, each time your kart boosts, you gain speed, but there's a small amount of time between the boost activating and reaching the added speed.
So like, that's instant now if you have a high acceleration stat.
