I think it's partially because genres like RTS don't usually have camaraderie with other RTS games. Fighting Game tournaments usually means you share a venue and stage time with like 6 other fighting games. You don't go to a SC2 tournament and also get a C&C tournament, followed by a WC3 tournament. (although that would be awesome)

So Phoenix becomes Dark Phoenix when she dies and has a full 5 bars of meter. When she does die, even when she's on the ground, she'll be in an airborne state but her transformation has this unblockable shockwave that knocks people away. Ageojoe killed Phoenix, who has the worst health in the game, and used X-Factor to cancel to return to neutral and position himself with Frank's invuln dodge-roll to spend meter for an air-grab super which was enough to kill dark phoenix in one hit.
Rocket Raccoons trap is annoying as shit since it lasts like 10-15 seconds and bounces the enemy up when it procs. You can loop trap procs into each other and it also makes for some whacky DHC combos

I think one bit people forget about 3s is that outside of the daigo parry people fucking hated it. Viscant's rant on parrying seems like a meme but a shocking amount of people felt at least vaguely similar ie parrying ruining street fighter and honestly it was hilarious when Bafael couldnt really argue around it beyond "yeah, that's valid, so what." It also crashed and burned so hard that street fighter went to sleep for a decade though there are a ton of other factors such as arcades dying and releasing the game onto the dreamcast.
